Using EFP to model Water/Ionic Liquid mixture

I have used QChem EFP functionality to model a water based system as well as an ionic liquid (CAGE) based system. I followed the same approach for a mixture of these solvents computing excited states using TDDFT (wb97x-d/def2-svpd). Using this protocol on multiple configurations, I have been getting almost zero transition dipole and hence oscillator strength. I have a feeling that this could be due to improper modeling of the mixture’s chemistry that result in a weird transition density matrix. I am inclined to think like this because my protocol worked well with 100% water based and 100% CAGE based systems. I have attached the qchem input as follows:
